Julius Wiseman was born and raised in Southeast San Diego (Skyline). He  joined the Navy under the delayed entry program on April 27, 2001 in San Diego, CA. His Father, and Grandfather served in the U.S. Navy both as enlisted Sailors. He is the oldest of six children and the first in his family to serve as a Commissioned Officer. He is also the first in his family to graduate with a Master’s Degree. Wiseman received his Bachelor of Science in Business Administration and Master of Business Administration Degrees from Trident University International. He also received a Master of Professional Studies with a concentration in Political Management from The George Washington University. Additionally, he holds a Masters Certificate in Executive Healthcare Leadership and Facilities Design from Cornell University, and is currently working on a Doctorate of Business Administration in Health Services at Northcentral University.  

He reported to boot camp at the Recruit Training, Great Lakes, Illinois on 11 March 2002. As the Recruit Petty Officer in Charge, He was meritoriously advanced to the rank of Seaman for being the top graduate of Division 192. This led to him being selected to the Presidential Ceremonial guard in Washington D.C. In 2004 after two years of participating in over 1000 ceremonial events in the National Capital Region, he transferred to Operations Specialist “A” School in Virginia Beach, Virginia. upon graduation, He then reported to the USS CHAFFEE (DDG 90) home ported at Pearl Harbor, Hawaii. On board the USS CHAFFEE he made 2 Western Pacific Maiden deployments to the Arabian Gulf, and the Horn of Africa in support of Operation Enduring and Iraqi Freedom. During his tour on the USS CHAFFEE, he made the ranks of third and second class petty officer.

In 2007, in direct support of Operation Enduring Freedom, he transferred to the Joint Task Force Naval Expeditionary Guard Battalion, in Guantanamo Bay, Cuba where he was assigned to Camps 2,3,4,5 and 6 as a detainee guard for over 750 enemy combatants. In 2009 He reported to the Naval Medical Logistics Command (NMLC) in Ft. Detrick, MD. He was selected as NMLC's Fiscal Year 2010, and 2011 Sailor of the year. In 2013, he reported to Mobile Dive and Salvage Unit TWO (MDSU-2), Virginia Beach, VA, where he made the rank of First Class Petty Officer, and was selected as MDSU-2’s Fiscal Year 2014 Sailor of the Year. In 2016, he was selected for a direct commission through the Medical Service Corps In-service Procurement Program and commissioned to the rank of Ensign.

In June 2016, he reported to Naval Health Clinic Corpus Christi as the Department Head of Human Resources. During Hurricane Harvey, he was appointed as the Officer In Charge of the Hurricane Operation Center. His team ensured the safe evacuation of over 750 Military Personnel and Dependents. In 2018, he was appointed as the Patient Administration Department Head where he oversaw the disability evaluation medical board process for the states of Texas, Oklahoma, New Mexico, and Colorado, and was promoted to the Rank of Lieutenant Junior Grade.

In 2019, he reported to 1st Medical Battalion in Camp Pendleton, CA. He was assigned to Surgical Company A where he was appointed as the Operations Officer he planned a joint exercise with United Arab Emirates (UAE) Army entitled ‘Native Fury”, which provided Role I and II “real world” care and emergency medicine training to the I Marine Expeditionary Force Marines and UAE Soldiers. In April 2020, he was promoted to the rank of Lieutenant, and was assigned to Headquarters and Services Company where he was appointed the S-2 (Intelligence) Officer in Charge, Command General Inspection Program Team Lead, and the Command Medical Service Corps In-service Procurement Program Liaison.

In 2020, he reported to Naval Talent Acquisition Southwest where he is currently serving as the San Diego Regional Medical Officer Programs Recruiter. Additionally, he is currently a Professor at University of California San Diego at the Rady School of Management
